I have a white fiberglass pool with white steps and every know and then someone will not see the steps. Are there any decals I can put on that will last underwater? I know I can paint strips of a contrasting color but that is a big hassle.

There is nothing that I'm aware of... you may want to purchase some waterproof labels you can put through your printer and see if you can print up some of your own. Let us know if you come up with anything.
