I believe the liner of the pool is depositing a grey powder in my above ground 15' pool.

I have not heard of the vinyl liners depositing a gray powder into the pool. It could be dead algae. If you have a DE filter, it could be DE powder.

I don't have a DE filter. I've used algacide multiple times. I removed the filter from the pump, vacuumed the powder to an outside drain. When I don't use the pump, no powder. When I use the filter pump the powder returns.

The 673R is a small pump and filter made by Intex. It is very common to see the small Intex systems struggle with keeping the pool clean. We would recommend upgrading your filter system to avoid these problems in the future. Something like the Hayward C2251540LSS would be sufficient.
