My chlorine is high, Ph is in normal range, I put in clarifier about 24 hours ago its still cloudy, a pretty blue color just cannot see to the bottom, but it has been raining here for the past 3 days im vacuming now

Sounds like your heading in the right direction to get your pool cleared up. Depending on what kind of filter you have, I would either backwash or clean your filter daily to help speed up the process. Make sure you are running your pump long enough to circulate all the water in your pool once a day. My pool is cloudy as well and sometimes takes a week or two to completely clear up because I have a small cartridge filter. Keep us updated on your progress.
Thank you, I have a catridge filter, I clean daily sometimes twice a day, and I have been running the pump 24 hours for the last couple of days so hopefully soon i will see a difference

I would also double check your CYA as this is something we see quite often that is out of balance. CYA acts as the sunscreen for your chlorine and if you have no or low CYA then your chlorine will get consumed by the uv rays of the sun very quickly.
