motor not starting, shaft needs small turn

 I put in a Century pool motor back in January (B2841V1). Ran smoothly until a week or so ago. 

It no longer comes on automatically by itself. I have to remove the back cover, rotate the shaft a quarter turn. (The shaft can rotate easily, it doesnt feel stuck.) Then I can turn it on successfully and it runs no problem for rest of the day. 

Any ideas whats going on?

My guess would be a bad run capacitor. That is the most common issue when the shaft spins freely and will start when rotated. The run capacitor for the B2841V1 is part number 5270-06. Click Here to View the Capacitor
