I have a 15-20 yr.old aboveground pool, 24 foot round, I do not know what brand name it is, the top rails are rusting and need replaced. The caps have an anchor and rope on them...

You are describing a Swim'N Play top cap. Unfortunately, we do not carry parts for Swim'N Play pools. Swim'N Play was recently bought out by a company called Wilbar. We recommend visiting MyPoolWarranty.com. That is a site that Wilbar created for people who are looking for parts.
