I removed my pump motor to check and make sure the impeller had nothing in it.  I get some thin  debris that gets past the basket and collects in the impeller that I have to check for annually.  While it was out, I went ahead and changed the seal.  When I put it back, it made a loud squeal at start up.  It was not dry as I filled the suction first.   After a few minutes it quieted down but still had a repetitive surge noise.  If you turn it off, the same thing happens again at startup up.  

Could this be something other than the seal?  Would it be worth replacing the seal with another one?

The motor is only 3 years old.  Would it be reasonable to think the end bearing is bad for that age motor?
