Salt Chlorinator help

Having intermittent issues with my Hayward Salt Cell T15. Let me preface this by saying the cell itself is going on year 7 so it is without a doubt old. Upon initial startup the cell reads -28.16V and -2.19A.  Salt is displayed at 0500 PPM. After resetting the cell it will read +25.78V with a +6.62A at 2800 PPM (which is accurate via pool water testing). I’ve lurked the forum and have remedied many issues but am having some issues with this one. Bad cell?  Bad circuit board?  Any insight would be appreciated.

Based on the voltage and amp draw primarily, I'd say the cell is struggling to act on the salt to convert it to chlorine.  It might still generate but may not last much longer.  However, the salt level being at 2800 ppm is part of the problem.  If the salt level were 3000 to 3200, it might work a while longer.
