For an above ground pool with no shut off valves, what would the proper procedure be to stop the flow of water to the pump and from the sand filter to the pool. I have to replace the strainer cover.

That's a tough one. If you have winterizing plugs you can insert those into the open port at the skimmer and the pool return line to stop the flow. You will eventually want to install some ball valves to make servicing the pump and filter easier, but that will work for the short term.
