Skimmer Basket that locks in place

Last year we replaced our round pool with an 18 x 36 MatrixAbove Ground pool. It came with a CMP brand skimmer.  We also installed a new ClearWater II filter with 2 hp 2 speed pump.  The skimmer basket on the old pool would lock in place in the housing.  On the new pool, the skimmer basket just sits in the housing and doesn't lock in.  When the pump turns off at night, the basket floats up.  Then when the pump turns on, the basket is quickly sucked down but sometimes it doesn't get sucked down in the correct seated position and all the junk makes its way to the pump basket.  My old skimmer did not have this problem as the basket turned slightly when inserted in the housing to lock it in there.  Does anyone know a widemouth skimmer that has a locking basket? 

 

Additionally, the CMP return has issues.  It is installed correctly but the eyeball rotates freely.  So when the pump turn off, it often rotates a little.  Every few days, I find the eyeball pointing in the wrond directions.  Can anyone recommend a return that has some friction on the eye and has a winter plug?  My old eye would require me to loosen the "nut" in the pool a little to be able to turn the eyeball.

Thanks for the reply.  The pool is still covered for winter so I can't get accurate measurement.  Someone else metioned just putting a small rock in the bottom of the basket to keep if from floating up when the pump is off.  I will try that this year and see how it goes.

As for the return, I just ordered a Hayward one and I'll see how that goes this year also.
