I drained my pool due to not having a filter on my hose. (Well water) there is still some water remaining. I used a metal remover to clean spots on the  vinyl  wall and brush the whole pool. How am I able to get the remaining water out (water level is below drainage hole)  or from using the metal scale and stain remover in the remaining water. Is it ok to refill the pool?

Since you've treated the water with metal control, you can keep the existing water and fill up the rest of the pool.

If you decide to remove the water, you could use a sump pump to drain the rest.

Thank you. I’m using a Bobby filter attachment on the hose to fill the pool now. Is it ok allow a floating chlorine dispenser to float around in the pool while it’s filling?

Yes, you can have a chlorine dispenser in there while it's filling up.
