Will too much conditioner lessen or decrease the effect of chlorine?

Thank you for contacting Inyo. Too much conditioner will make it harder to establish a good chlorine level. Ideally, you'd want to keep it in the 50ppm range. It starts to become a problem when it gets over 100ppm.

I will be careful with your conditioner level be aware that pool tablets carry conditioner and in most cases, you do not need to add conditioner in your pools because many chemicals already included it and if you go over the only way to remove it is to drain your pool, and it can get expensive.
