I installed a new pool motor and when turned on the basin quickly empties and eventually fills back up with water leaving no air bubbles but the psi stays around 6 when used to be around 15. Any ideas?

We'd be glad to assist you. Does the new motor have the same total HP rating? Total HP can be calculated by multiplying the HP rating and service factor. If your motor has a 1HP and the service factor is 1.25, the total HP rating is 1.25.
Another issue could be a clogged or damaged impeller. That would result in a decrease in flow.
