New Hayward SP2807X10 Maxflo Single Speed Pump Clicks and Varies Speed

I just installed a new Hayward SP2807X10 Maxflo Single Speed 1HP Pump to replace a similar failed pump. It is factory strapped for 220VAC and power is wired for 220VAC. It seems to run normal for a second or two till primed and then starts to make a clicking noise while the speed seems to change slightly with the clicks. The clicks occur approximately once per seconds 

Please advise on possible cause.

The clicking sound is the governor switch opening and closing. The most common cause is running 115v to a motor set on 230v. That may not be the case here since you said you are supplying 230v. Have you tested the voltage at the motor to see if it is receiving 230v?

It's possible that the governor switch is bad. Maybe it's missing a spring.
