I would like to find a qualified person that can review our pool equipment recently built by a contractor to make sure all is done correctly. I will pay for the efforts and a report.

I'm not familiar with any companies in the Los Angeles area. You could do an online search for pool contractors in your area. Look at their review ratings and pull up their BBB rating. Then contact a couple of them and see how much they would charge to inspect your equipment pad.
