is it ok to raise your sand filter and pump about 4 inches off the ground? In heavy rains my pump kicks out the breaker until i can dry it out with a blow dryer.

Yes, it is ok to raise up the pump and filter off the ground 4". In fact, it's recommended so that water doesn't build up under the pump and damage the motor.
