Just installed a new Crystal Pure salt cell, and it is reading the salt level at 5,500.  The "high salt" light is blinking.  The actual salt level in the pool based on testing is 3,200.  When the unit is generating chlorine, both the current (5.3) and voltage (22.1) readings are well within spec, the proper cell type has been selected (F15), and the unit is producing chlorine.  Since the cell calculates the salt reading based on the current/voltage, how can it be reading so high?  I've tried cycling the unit, disconnecting/connecting the cell, etc., to no avail.  Of course there's no way to recalibrate it I don't believe.
