We are trying to replace the top rail part you see in the picture but aren't sure what the piece is called

The long part is called the top rail or top edge. The small piece is a top cap or ledge cover. It looks like you have a Delair pool. We recommend trying www.teddybearpools.com. They carry parts for Delair pools.
